Kahina Cargile Appointed as First Executive Director of BCDI-Wisconsin
The Black Child Development Institute-Wisconsin (BCDI-Wisconsin) is proud to announce the appointment of Kahina Cargile as its first Executive Director. With an impressive background in educational leadership, equity initiatives, and nonprofit management, Kahina will spearhead efforts to address disparities and improve outcomes for Black children across Wisconsin.
Kahina’s expertise spans over a decade, with significant contributions to major organizations, including her role as Regional Manager at Microsoft Philanthropies TEALS Program. There, she successfully implemented organizational strategies across multiple schools in Wisconsin and North Dakota, recruited engineering and technology professionals, and oversaw more than 70 volunteers. Her leadership resulted in measurable improvements in operational efficiency, school recruitment, and volunteer retention. Kahina’s forward-thinking approach and commitment to continuous improvement will be pivotal to BCDI-Wisconsin’s mission.
Her prior role as Executive Director of the “I Have A Dream” Foundation in Milwaukee also underscores her ability to design and execute transformative programs. During her tenure, she expanded the college and career access initiative, collaborated with schools, communities, and families, and managed a $2.5 million budget aimed at scaling the organization’s impact. Under her leadership, the program served 90 new students and achieved significant milestones in retention and college progression.
Kahina is also a passionate advocate for educational equity. As Program Manager at “I Have A Dream” Foundation, she created tailored initiatives for college students, securing a 92% retention rate. Her innovative mindset extended to Mount Mary University, where she piloted a career development program, increasing major and career exploration opportunities for undecided students. Additionally, at Triton College, she launched impactful mentoring initiatives to support women of color, significantly enhancing retention rates and overall program engagement.

Together, we will create pathways for success and amplify the voices of Black families, educators, and communities.”
As BCDI-Wisconsin’s first Executive Director, Kahina’s appointment marks a significant step toward the organization’s long-term growth and impact. With her leadership, the institute will continue to advocate for culturally relevant and equity-centered educational policies, programs, and community engagement efforts that uplift Black children across the state.
